Job Summary:

The Vice President of IT Infrastructure is a senior executive responsible for overseeing the design, implementation, and management of the agency’s IT infrastructure. This includes ensuring the stability, security, scalability, and performance of all IT systems and networks. The VP of IT Infrastructure will lead the infrastructure team, manage large-scale projects, and drive innovation to support the organization’s strategic goals. This role requires a deep understanding of current and emerging technologies, as well as strong leadership and management skills.

POSITION SPECIFIC DUTIES & RESPONSIBILITIES:

  1. Infrastructure Strategy and Planning:
  2. Provide leadership to create and maintain a positive work environment and culture for the IT staff.
  3. Develop and implement a comprehensive IT infrastructure strategy that aligns with the agency's business objectives.
  4. Ensure IT department staff are adequately trained and up-to-date on IT best practices.
  5. Lead the planning and execution of infrastructure projects, including data center operations, network architecture, server management, and cloud computing.
  6. Evaluate and recommend technology solutions that enhance system performance, reduce costs, and improve service delivery.
  7. Collaborate with senior leadership to forecast future infrastructure needs and ensure that the IT environment can scale to meet agency growth.
  8. IT Governance and Risk Management
  9. Provide leadership and oversight for proper internal IT controls to safeguard systems and data.
  10. Assess, plan, and remediate IT risks for infrastructure, applications, and data.
  11. Provide leadership and oversight of IT audits that test internal controls and risk management processes.
  12. Understand and implement leading IT practices such as ITIL and PMI principles and how they can be applied to F&CS's infrastructure environment.
  13. Infrastructure Operations Management:
  14. Lead, mentor, and develop the IT infrastructure team, fostering a culture of innovation, collaboration, and continuous improvement.
  15. Establish clear goals, expectations, and performance metrics for the infrastructure team, and regularly assess their performance.

  18. Foster strong customer service focus throughout the IT Infrastructure team.
  19. Identify and develop proactive solutions to potential issues.
  20. Security and Compliance:
  21. Ensure that the IT infrastructure meets all relevant security standards and regulatory requirements.
  22. Develop and implement robust cybersecurity measures to protect the agency's data and systems from internal and external threats.
  23. Maintain compliance with industry regulations, including data privacy laws, and ensure that all infrastructure components adhere to established security policies.
  24. Lead the security team to identify and mitigate infrastructure-related risks.
  25. Ensure corporate data is managed, protected, and backed up daily.
  26. Develop, maintain, and test the Disaster Recovery and Business Continuity plan.
  27. Vendor and Budget Management:
  28. Develop and manage the IT infrastructure budget, ensuring that resources are allocated effectively to meet organizational priorities.
  29. Identify and manage relationships with external vendors, service providers, and consultants, negotiating contracts and ensuring the delivery of high-quality services.
  30. Oversee the procurement and deployment of infrastructure assets, ensuring that investments are cost-effective and aligned with the organization's goals.
  31. Monitor and optimize infrastructure expenditures to maximize return on investment.
  32. Innovation and Technology Advancement:
  33. Stay informed about emerging technologies and industry trends, and assess their potential impact on the organization’s infrastructure.
  34. Drive the adoption of new technologies and processes that enhance infrastructure efficiency, scalability, and performance.
  35. Lead initiatives to modernize the IT infrastructure, including cloud migration, virtualization, and automation.
  36. Ensure that the organization’s infrastructure remains competitive and capable of supporting future business needs.

QUALIFICATIONS

Education:

  • Bachelor's degree in Information Technology, Computer Science, or a related field (Master's degree preferred).

KNOWLEDGE/SKILLS/ABILITIES:

  • Desire and ability to remain up-to-date on the latest developments and trends happening within the IT industry.
  • Experience with mergers and acquisitions is strongly preferred.
  • Knowledge of LAN/WAN technologies, hardware, software, and network communication protocols including problem solving skills related to data processing systems and equipment.
  • Proven track record of successfully leading IT strategy and operations in a complex, multi-site environment.
  • Strong knowledge of IT infrastructure, systems, applications, and cybersecurity.
  • Experience with digital transformation, cloud computing, and data analytics is highly desirable.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to think strategically, execute effectively, and lead cross-functional teams.
  • Strong problem-solving skills and a results-oriented mindset.
  • Exceptional customer service skills

EXPERIENCE:

  • Minimum of 10-15 years of progressive experience in IT, with at least 5 years in a senior leadership role.
  • Experience in the healthcare industry is strongly preferred.

This job is classified as a “safety-sensitive” position as defined by the Oklahoma Medical Marijuana and Patient Protection Act.
