Under general supervision, responsible for creating, implementing, overseeing, and maintaining Community Wildfire Plan Grant (CWPG) activities and planning. Position is also responsible for assisting in emergency management coordination functions, including warning the public of dangerous weather or technological situations, activation of the Emergency Operations Center, and coordination of resources.Job Description
Essential Job Functions:
- *Manages and oversees activities related to Community Wildfire Planning Grant program
- *Develop CWPG planning opportunities and supervise and/or provide instruction to area fire districts and departments
- Gather, review, organize, and utilize information and documents from a variety of sources to develop an understanding of local fire history, identify data gaps, understand the County, local WUI areas, and residential areas.
- Identify equipment needs and assist with procurement and tracking.
- Develop and oversee public outreach efforts, publicity and advertising activities.
- Maintain all essential grant records and supervise continuing requirements for grant management.
- Interface with and provide fire district personnel with training and materials for program development.
- Coordinate planning program activities with outside agencies and cooperators.
- Coordinate with organized fire districts to better facilitate FD and EMA interface.
- *Assists with first call responsibilities.
- *Activates Emergency Operations Center.
- *Conducts public presentations.
- Assists the Director and Deputy Director by relieving them of administrative detail;
- Communicates directives of the Director and Deputy Director to others;
- Assists in developing, implementing and enforcing policies and procedures;
- Authors routine correspondence for department executives;
- Assists with maintenance, tracking and surplus of departmental inventory;
- Works collaboratively to develop and implement volunteer-staffed positions;
- Maintains a record of meeting attendees and work hours;
- Maintains a relationship with area fire districts and assists in community-wide efforts to recognize and promote improvement of fire departmental capabilities and capacities, including identifying underserved populations and working to develop programs in those areas.
- Coordinates with staff to support events, departments, emergency shelters, distribution centers, special and emergency management events;
- Attends Emergency Management functions as needed;
- Must report to work on a regular and timely basis
- Performs other duties as assigned.
Additional Job Description
Minimum Requirements:
Graduation from an accredited college or university with an associate's degree (or 60 credit hours) and three (3) years of related experience; or a bachelor's degree and one (1) year of responsible administrative experience, preferably in the fields of emergency management or fire protection; or an equivalent combination of training and experience. *Experience with education, training, and leadership of volunteer groups and/or Bilingual applicants highly preferred.
Considerable knowledge of research methods and techniques and methods of report presentation; considerable knowledge of business organization; good knowledge of City of Tulsa/Tulsa County policies and procedures. Ability to collect, organize, and present complex technical data; ability to analyze and interpret pertinent laws, ordinances, and regulations; ability to write comprehensive reports; and the ability to utilize the highest level of interpersonal skill in order to understand, select, develop, and motivate people at any level within or outside the organization.
Physical Requirements:
Physical requirements include arm and hand steadiness and finger dexterity enough to use a keyboard, and telephone; frequent lifting, carrying, pushing, and pulling up to 20 pounds; occasional lifting, carrying, pushing, and pulling up to 50 pounds; may be subject to walking, standing, sitting, reaching, balancing, bending, crawling, handling, feeling, kneeling, climbing, twisting; and vision, speech, and hearing sufficient to perform the essential tasks. May be subject to working in extreme conditions
Licenses and Certificates:
Possession of a valid Oklahoma Class "D" Operator's License.
Skills Test Required:
Word processing and spreadsheet assessments will be administered at the basic level. A written assessment may be administered.
Working Environment:
Working environment is primarily indoors in an office setting. *Subject to outdoors response in rugged conditions. Hours: 8:00 am – 5:00 pm, M– F. This position may be subject to evening and weekend training and meetings on an as needed basis. Must be “on call” as assigned on 24/7 all year.
