JOB SUMMARY
Job Profile Summary
This position is responsible for project management and engineering design of pipeline and terminal projects. Key job responsibilities include following Project Life Cycle and managing projects through all phases of estimating, engineering design, and construction. In addition, this position is responsible for preparing detailed job descriptions, preparing construction contracts, soliciting and evaluating bids, requisitioning material, supervising construction activities, and preparing project status reports. This person must also coordinate drafting effort, interpret construction drawings, approve invoices, settle contract disputes, manage and oversee out-sourced consultants, and ensure timely completion of projects. Regular use and/or application of theories/principles/concepts/techniques as obtained by higher education or equivalent experience. Compiles, examines and analyzes information and selects best resolutions to issues of moderate complexity/scope and regularly exercises judgement within defined practices/procedures to determine objectives of assignments and appropriate actions. Works under normal supervision with general instruction on routine work, but more detailed instruction on new projects/assignments. Work is generally reviewed for accuracy and overall adequacy. Has authority to use latitude or make independent decisions regarding matters related to assignments and objectives. Failure to achieve results or erroneous judgements/recommendations may require the allocation of additional resources to correct or achieve goals.
Essential Functions and Responsibilities
Provide project management, and construction oversight for assigned projects, including expansion, regulatory, and modification projects at Magellan Pipelines and Facilities. Follow Project Life Cycle and SIP, to ensure that all projects meet quality, cost, and schedule objectives.
Produce scope, project plan, cost estimate, AFE form, schedule, MOCR (Management of Change Request) documents and others to help with the process of project identification and evaluation.
Identify, track, manage and resolve project issues, including managing the bidding process, and evaluating and choosing appropriate team members and contractor/vendors.
Proactively communicate project information to all stakeholders.
Identify, manage and mitigate project risks (especially related to hazardous materials handling) using the System Integrity Plan (SIP) and good judgement.
Proactively manage scope to ensure that only what was agreed to is delivered, unless changes are approved through a process of scope management.
Define and collect information to have a timely sense of how a project is progressing and whether the deliverables produced are acceptable.
Manage the overall work plan according to Project Life Cycle to ensure the work is assigned and completed on time and within budget.
Education
Bachelor's Degree in Engineering required
Work Experience
Experience at the PM I level is typically attained with five or more years of experience in engineering, operations and/or project management
Experience and knowledge of engineering and operations of processing facilities, pipeline and related facility design, construction, operation, and maintenance projects; measurement, regulation, and control facilities; gas‑conditioning, processing, and compressor facilities; pressure vessels and process equipment; controls and monitoring systems
Experience with all phases of fundamental project management including scoping, estimating, specification, scheduling, contracting and procurement, construction, commissioning and startup, budgeting, financial analyses, and regulatory compliance
Experience achieving goals and developing employee/team strengths, exhibiting a positive example and influence that leads to employee and project successes
Experience with project management productivity tools and software
Experience in coordinating teams from various workgroups, managing relationships with internal and external participants and eliciting cooperation from all resources
Experience developing information and making presentations to groups and individuals
Experience researching, composing, preparing, and administering contracts, engineering studies, policies, procedures, reports, and technical correspondence
Experience reading and interpreting governmental regulations, codes, and standards, manuals, policies, procedures, contracts, specifications, and various reports and correspondence
Experience interacting, advising, negotiating, and communicating effectively
Experience in use and function of applications such as: Microsoft required and PROCORE preferred

Expected Salary Range
$95,000.00 - $143,000.00
