The employee will serve as the Program Analyst (Clinical Outreach Specialist) located in the Technology and Innovation Department of the Veterans Crisis Line (VCL), Veterans Affairs (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.

Major duties include, but are not limited to:
- Maintains awareness and understanding of strategic environment and provides information regarding issues and emerging capabilities relevant to VCL's communication and outreach initiatives for Technology & Innovation.
- Functions as VCL subject matter expert on industry changes, developments, best practices, etc. and advises on needed VCL policy/procedure changes/updates.
- Plans, organizes, and participates in internal and external committees and working groups to conduct special projects, program initiatives, research strategies, polices and best practices for VCL to be a leader in innovation, information sharing, and best practices.
- Creates initiatives to promote the understanding and support of VCL program. Clearly communicates the meaning and value of VCL through outreach to a wide variety of meetings, briefings, publications, marketing, and social media activities.
- Identifies outreach opportunities related to trending technology and media platforms in an effort to reach and assist all Veterans and their families who may need services that VCL can provide.
- Exchanges information with other professionals to assure maximum communication benefits of the mission of VCL.
- Establishes and/or strengthen relationships with Veteran community support organizations.
- Develops valid and reliable data collection methods using both experimental based observations and subjective instruments.
- Collects and performs analysis on emerging technology trends for adaption within VCL clinical call center operations.
- Liaison or partner with various technology and social media platforms to increase awareness of VCL suicide prevention and crisis intervention services. Formalize agreements that will assist VCL and partners reach and intervene when Veterans using various technology and social media platforms are in crisis or suicidal.
- Drafts and supports implementation of VCL policies and procedures that result from technology trends and new partner agreements.
- Researches and consults with industry subject matter experts, as well as advise VCL Leadership on ethics related to incorporating new technologies into VCL clinical operations.
- Keeps abreast of current technological advances in mental health and suicide prevention in order to advise on the potential benefits/uses of automation to improve the efficiency of VCL program operations.
- Maintains contacts with others engaged in similar outreach within other Federal agencies and external contacts for the purposes of exchanging information pertinent to assigned project.
- Identifies technological gaps which need to be bridged between current and futuristic concepts and practical materials, hardware and processes and/or the methods for closing such gaps.
- Develops the VCL technology and innovations outreach programs, evaluate various proposals, lay out long-range research and development plans, evaluate highly controversial issues, or investigate critical difficulties, failures, and obstacles in the outreach program.
- Develops implementation plans, policies, Standard Operating Procedures, performance metrics, etc. related to social media and technology.
- Makes recommendations to VCL Leadership regarding strategic goals, objectives, and plans to make changes to VCL program reach.
Compressed/Flexible Work Schedule: May be authorized upon supervisor approval after training per Agency policy.
Remote: This is a remote position. Selectees will work 100% of the time in a non-VA-owned space that may be within or outside the commuting area of the agency. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements.

In order to meet the minimum qualifications for this position, you must meet 2/3 of the following specialized experience: Evaluating and applying current advances and judgment in solving complex problems related to collecting and performing analysis on emerging technology trends; Communicating with internal and external groups to collaborate on special projects, program initiatives, policies, best practices, and research strategies; Operating multiple information systems, emerging media, and technology to maximize efficient communication and to accomplish preparation of briefings, documents, presentations, policies, data retrieval and maintenance of relational databases.
