Job Description

Basic Purpose

This position assumes the responsibility for planning, coordinating and directing overall activities related to the maintenance, repair and replacement of mechanical systems and controls. Duties will include scheduling regular and routine preventative maintenance activities; developing and maintaining a long-range capital replacement plan; managing mechanical, lighting and control system projects and services; performing mid-level programming changes, scheduling occupied/unoccupied hours and set-points; operating lighting controls and energy management systems; implementing policies and procedures to increase the overall efficiency and effectiveness of contractors and technicians; opening and closing work orders; and tracking and managing expenditures. This position requires review and oversight of inter-agency paperwork to ensure that it is accomplished timely and accurately in accordance with agency standards.

Typical Functions

  • Provide management and oversight for mechanical and building control systems; assure projects are completed on-time and to agency specifications and standards; and provide coordination between contractors and FMB technicians and managers.
  • Coordinate appropriate and timely response to facility work requests; schedule regular and routine preventative maintenance visits for each site; authorize repair by replacement of equipment based on the following criteria: repair costs exceed 50% of replacement costs, service life of existing equipment has been reached, and higher-efficiency standards of new equipment provide < 10-year payback.
  • Prepares Statements of Work: Reviews contractor submittals, plans and specifications
  • Maintain the agency’s control system and graphical user interface; establish and monitor alarms, trends and schedules; program control points and devices and perform other mid-level programming changes to the system, as necessary, to assure proper calibration and system performance.
  • Conduct inspections of mechanical and control equipment; determine requirements for maintenance or replacement projects; prepare cost estimates on replacement projects and service calls requiring labor and materials; schedule work crews; inspect work in progress for code compliance; evaluate bids; and review plans and construction documents.
  • Maintain the agency’s advanced metering system and graphical user interface; monitor energy use (kWh) and demand (kW); advise of peak load conditions and respond by transferring power to cogeneration, drifting thermostats, and/or taking other energy reduction measures; report irregularities in voltage and/or amperage to supervisor and facility managers; and make mid-level programming changes to the system, as necessary, to assure proper calibration and system performance.
  • Performs supervisory and administrative duties such as: time and attendance tracking, employee performance evaluations, employee counseling, accident reporting/investigations, state purchase card, and other associated.
  • Estimates project costs and orders materials for planned and scheduled maintenance assignments.
  • Manages rehab and minor construction projects.
  • Implements and performs a preventative maintenance program designed to maintain and improve the overall condition of buildings, grounds and equipment.
  • Maintains buildings, grounds, and equipment in compliance with federal, state and local energy, environmental and safety standards.

Level Descriptor

At this level employees are assigned responsibilities, which are limited in size or scope involving the supervision, direction, management, coordination, or implementation of various programs or functions within an agency. This may include professional or supervisory level work with responsibility for an important component of a comprehensive or specialized operating program, providing services in a variety of management areas such as formulation of agency policies, budget preparation, physical plan operations, or personnel and fiscal management, or performing highly specialized executive level administrative support functions and activities.

Education and Experience

requirements at this level consist of a bachelor’s degree in electrical or mechanical engineering; or an equivalent combination of education and experience in one of the above areas, substituting one year of technical experience in the mechanical, electrical, network communication field for one year of post-secondary education.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills and Abilities required at this level include knowledge of the principles and practices of management and organization; of supervisory principles and practices; of Excel, and other financial and resource tracking software; of the maintenance and repair of mechanical, control and electrical systems, such as heating and air-conditioning systems, chillers, boilers, heat-pumps, air-handling units, generators, and renewable electrical power and distribution systems; and of mechanical, fuel and gas codes. Ability is required to supervise skilled and unskilled workers; to analyze maintenance needs; to set priorities for crews of workers; to communicate effectively, both orally and in writing; and to establish and maintain effective working relationships with others.

  • Ability to lift/carry a minimum of 40 pounds.

  • Ability to work in various adverse weather conditions.
