BACKGROUND

Tulsa For You and Me: a collection of talent and economic development programs dedicated to building a vibrant and inclusive city through a booming economic landscape. Operated under the stewardship of the George Kaiser Family Foundation (GKFF), our affiliated programs include nationally recognized and innovative organizations like Tulsa Remote, Tulsa Innovation Labs (TIL), inTulsa, Build In Tulsa, Atlas School, Campus Tulsa, and Tulsa Service Year. The Integrated Strategies group is composed of several expert teams dedicated to fostering cross-program collaboration, driving operational excellence, and equipping Tulsa for You programs with the tools, insights, and best practices to drive tangible results. This role will sit within the Integrated Strategies Research, Analytics, and Data (RAD) team.

Led by Tulsa Innovation Labs (TIL), one of our renowned programs, Tulsa was recently awarded Tech Hubs funding by the Economic Development Agency to develop Tulsa’s Autonomous Systems industry. The successful development of this industry is dependent on a robust workforce ecosystem that meets industry demands and provides accessible skill development pathways for Tulsans. As the Workforce Intermediary, TIL will advance synergies between Autonomous Systems industry stakeholders and workforce providers to ensure talent supply meets the needs of employer demands.

Primary Purpose And Functions

As part of this role, the Lead Workforce Analyst will work closely with TIL and the Workforce Intermediary and will be pivotal in developing a Labor Market Observatory (LMO). The LMO will harness data from education, industry, and workforce partners to facilitate in-depth analysis of skill development pathways and integration into the local workforce. The Lead Workforce Analyst will be instrumental in establishing the LMO's data infrastructure and leveraging data to produce reports, dashboards, briefs, and white papers that inform industry workforce solutions. We seek a driven candidate with the technical expertise to generate high-quality research and the passion to disseminate evidence-based analysis to shape workforce solutions.

Requirements

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Strategic Leadership and Stakeholder Engagement

  • Provide data-driven thought leadership on strategizing and designing a robust workforce development ecosystem in Tulsa.
  • Liaison with key community partners, data providers, and internal team to support the construction of a federated data system capable of informing key workforce decisions.
  • Design and implement evaluation frameworks to measure the effectiveness of workforce programs and initiatives.
  • Effectively communicate research findings to key stakeholders and devise actionable strategies to enhance and implement workforce programs.
  • Use data and insights to engage with local and state policymakers to align workforce development strategies with broader economic development goals and priorities.

Research, Analysis, & Reporting

  • Conduct detailed analysis of matriculation patterns from education and workforce development programs into industry, identifying areas for improvement.
  • Generate insightful white papers and policy briefs to inform workforce solutions for Tulsa’s autonomous systems industry.
  • Produce polished, publicly accessible reports and dashboards to assess industrial demand for jobs and skills, identifying critical gaps in the current workforce and talent pipelines.
  • Create dynamic dashboards and data visualizations to monitor industry, workforce, and educational pipelines in Tulsa’s autonomous systems industry.
  • Ensure the accuracy, completeness, and reliability of data used in analysis and reporting.
  • Stay abreast of workforce, education, and labor market trends and literature, pinpointing areas of opportunity for Tulsa.
  • Provide training and support to internal team members and community partners to navigate dashboards, reports, and analysis.

Knowledge Experience And Skill Requirements

  • BS or BA in Business Administration, Finance, Mathematics, Statistics, Public Policy, Economics, or a related field
  • Masters or PhD, preferred
  • Minimum of 7 years of related experience; or an equivalent combination of related training, graduate study, and experience
  • Demonstrated experience in writing and publishing research findings related to economic development, workforce, higher education or related fields
  • Experience with gathering and analyzing publicly available data from sources such as the Census Bureau, the Bureau of Labor Statistics, Lightcast and others.
  • Experience in advanced research methods using tools such as Python, STATA, or R
  • Proficiency in data visualization tools such as Tableau or Power BI
  • Strong project management skills, including developing project plans, managing timelines, and delivering results from inception to completion
  • Excellent interpersonal and communication skills, with the ability to build relationships and clearly present complex ideas

Physical Requirements

  • Position continually requires the ability to talk and hear both in person and over the phone, visual acuity; ability to operate equipment, read, and use a keyboard.
  • Position frequently requires the ability to sit, walk, and stand for extended periods of time.

Hours & Location:

  • This is not a fully remote position as we work in a hybrid office environment. In-Office and hybrid/flexible schedules are based on business need, staff readiness, and approved by one's supervisor.
  • You must live in or be able to relocate to Tulsa, OK or the surrounding area.
  • This is a full-time position with an expectation of working 40 hours per week.
  • The typical hours of operation are 8:00 a.m. to 5:00 p.m.
