Community HigherEd is currently seeking a Human Resources Director for our three college campuses (Community Care College, Clary Sage College, and Oklahoma Technical College) to plan, lead, and coordinate the HR department's activities, policies, and staff. They are responsible for ensuring that the organization's mission and talent strategy are implemented and that legal compliance is maintained. This is a senior leadership position that requires a minimum Bachelor’s Degree from an accredited institution with a background in Human Resources, risk management, benefits, servant leadership, and public speaking, with the ability to identify culturally aligned talent. Must be confident in the ability to process terminations, conduct, and performance issues when necessary. Ability to advise, train, and support newly hired and existing managers.

Duties/Responsibilities:
- Retain working knowledge of every position and their responsibilities for all three campuses
- Knowledge of organizational structure, workflow, and operating procedures
- Research, development, and implementation of company policies, manuals, employment forms
- Oversee advertising, recruitment, interviewing, vetting, and decision-making process to identify culturally aligned talent
- Conduct, manage and process terminations, suspensions, probations, furloughs, or layoffs when needed
- Investigate, document, and take action when needed for any harassment, whistleblower, or other such complaints or policy violations
- Provide counsel, advice, and support to all company employees
- Assist managers with addressing employee or departmental conflict, behavior, or performance challenges
- Conduct and track employee satisfaction surveys, polls, and exit interviews
- Provide incentives and recommend solutions for enhancing employee satisfaction
- Conduct employee evaluations and peer reviews expediently and as needed
- Knowledge of community support services
- Take action when potential liability situations are not resolved by managers
- Develop, train, and conduct leadership in-services for managers
- Work with senior executives on strategies to achieve company objectives and goals
- Oversee and ensure all introductory and annual evaluations are updated, conducted, and documented appropriately, assist with training managers on conducting appropriate evaluation appraisals to ensure consistency
- Assist, advise, and review employee corrective actions
- Recommend and approve compensation recommendations and other job-related negotiations
- Manage Paycom HR data system
- Oversee open enrollment, recommend and manage all employee benefits, work with Broker, HUB Int.
- Work with facilities manager, maintenance, and security for various issues, safety, and or other situations
- Develop procedures and assist in implementing emergency response efforts, maintain ER manual
- Supervise HR personnel, and surrogate supervisor in other departments as needed, in the absence of campus executives
- Provide employee assistance opportunities when necessary
- Ensure sound judgment and ethical practices are being observed by all employees in accordance with the company’s core values and mission
Compliance
- Design, develop, update, and enforce the following manuals: Employee Manual, Maintenance, OSHA OTC, OSHA, CCC/CSC, Automotive, Welding, First Aid, Emergency Response, Tornado/Fire, Employee Drug Testing, and Student Drug Testing
- Analyze, revise, manage, and implement employee policies and procedures
- Manage employee file compliance documentation, including, ACCSC, OBPVS, State Board, CAAHEP, DOE, and other accrediting bodies
- Research and compile required legal documents, serving as company representative for employee court and or appeal cases with agencies such as EEOC, OESC, DOL
- Manage OSHA, Workers Comp, accidents, incidents, FMLA
- Provide, recommend, and retain proof of mandated continuing education opportunities for employees
- Develop, retain, and enforce compliance-related security report policies, crime statistics, qualifications, licensures, and credentials, in compliance with all regulatory accrediting bodies
- Ensure ADA compliance
- Institutional Effectiveness Compliance as it pertains to employee demographics
- Investigate all Title IX allegations, working with Title IX Coordinator
Public Relations
- Represent the campus at professional meetings, conferences, functions, etc...
- Ensure all vendors, guests, applicants, VIPs, etc.. who visit the campus and or HR are treated with the utmost courtesy and professionalism at all times
- Retain a professional presence on LinkedIn
- Monitor Glassdoor, Indeed, and other recruitment sites, always respond to any negative comments on behalf of the company.

- Promote and set the example as a brand ambassador

Education and Experience:
- Bachelor’s Degree from an accredited institution required
- The ideal candidate will have 3-5 years experience in a managerial HR position
- Be well-versed in the laws and regulations related to the hiring and firing of employees
- A background in Human Resources, risk management, benefits, servant leadership, and public speaking, with the ability to identify culturally aligned talent
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer and phone.
- Must be able to lift 20 pounds at times, such as file boxes.
- Must be able to access and navigate each department at the organization’s facilities, including traveling between local campuses with a personal vehicle.
